New guidelines advise that people should “avoid being tempted by the offer of discounted prices” or incentives when making a decision.
Following the recent controversy over PIP breast implants, the Office of the Chief Medical Officer has issued new guidelines which have been prepared in collaboration with the Irish Association of Plastic Surgeons.
The new recommendations state that people should carefully consider the effects they are seeking, and research the procedures prior to a consultation.
If possible, “seek advice from your GP to ensure that you are a suitable candidate for the procedure in question”. GPs can give “impartial advice” about choosing a practitioner.
The recommendations state that people should “have a consultation with an appropriately registered plastic surgeon”.
Those considering travelling abroad for a cosmetic procedure should check with the regulatory authority in the country to which they intend to travel, to confirm the medical practitioner is appropriately registered in that country.
“Consultations should be with the plastic surgeon who will do your procedure and not with a representative from the clinic,” the guidelines state.
“Ensure that you fully understand the expected outcome, which will come from a thorough consultation with your surgeon,” they state.
People are also advised to establish the costs of the procedure and what is included and excluded from these costs.
“Ensure that you understand what the price covers, particularly in terms of aftercare and any revision surgery which may be necessary.”
Announcing the new guidelines, CMO Dr Tony Holohan said that the “recent controversy surrounding the PIP breast implant issue in Ireland has highlighted the potential problems which can occur in surgical cosmetic procedures”.
He said that Health Minister Dr James Reilly had requested that better information be put in place for people who are planning cosmetic surgery.
Earlier this week it emerged that the State is to assume responsibility for the cost of removing PIP breast implants from Irish women, if this is deemed clinically necessary.
The French-made PIP implants, with unapproved industrial silicone, were used on around 1,500 Irish women.

One of new Zealand's top eye surgeons has been awarded honorary Cook Island residency for his work in the South Pacific nation during the past 20 years.
Dr Paul Rosser, a sub-specialist oculoplastic surgeon and founding member of Auckland Eye, is being honoured for his longstanding volunteer work in the Cook Islands, which he has visited almost every year for the past two decades.
Dr Rosser says he was offered the honorary residency because of his long history with the Cook Islands.
“I've been going there since 1992, having made 16 trips and performed around 850 cataract operations. Basically, we perform most of their eye care now in terms of eye surgery and other procedures and consultations, such as diabetic work,” he says.
“I think the offer of residency is relatively rare and I understand that it needed to go through Parliament. The idea was first broached to me a few years ago by their Ministry of Health. they asked if I might like to have it, and I said it would be lovely,” says Dr Rosser.
During the ceremony on July 10, the Queen's representative will award the residency to Dr Rosser along with some fellow new Zealanders from volunteer medical teams.
Dr Rosser says he fell in love with the Cook Islands when he visited as a young boy travelling by ship to England.
“Soon after I got back from London, where I trained in ocular plastic surgery, one of the doctors who had been volunteering at the Cook Islands was thinking of retiring, and he asked if I'd be interested in taking his place. I haven't looked back since. we now have a team of 2-3 optometrists, 2 medical retinal ophthalmologists and an ophthalmic nurse who make the annual trip”.
Dr Rosser has taken his wife and two children on a number of the visits to the Cook Islands and says his family is very excited to have him recognised as an official citizen.
“I really enjoy working with the Cook Islanders. The people are friendly, and the team are a lovely bunch to work with. The Cook Islands is a protectorate of new Zealand, and many of the people who live there know and expect a good standard of healthcare – which we aim to provide.”

only my opinion…..i think unless you have some sort of birth defect that plastic surgery should not be an option. Beauty comes from the inside not what others should see on the outside.You would have to call and set up an appointment and depending on what procedure you are having done you may have to take a medical exam as well. I dont know if they cost anything. good Luck in what ever choice you make. But remember one thing being pretty on the outside isnt as important as what is on the inside
Yes, you have to contact the office of the surgeon and they will set up a consultation date for you. a lot of the time consultations are free, but that is not the case for every one. your consultation will consist of having pictures taken, talk about the actual surgery and healing time, he’ll show what changes he can make for you, etc…
Depending on how busy your surgeon is, you may have to wait atleast a month or more before you can actually have the surgery. For me I had to wait almost two months. once you have the surgery you will continue to see your surgeon for probably the next year for check ups. For me, I came back three days later, then another week later, then it jumped to a month, then three, then a six month visit and then a year from the date of surgery. It might just depend on what type of surgery you have also.
Yes you have to call, I have never heard of any Doctors charging for a consultation, it depends on how busy your Doctor is and depending on the type of surgery if it is a day surgery or an overnight stay in hospital you will have to wait until they have a opening, I waited 2 days for one surgery and 9 or 10 days for the other one
