Seventy percent of women facing mastectomy for breast cancer are not informed of their breast reconstruction options. The “Breast Cancer Patient Education Act” aims to change that.

San Antonio, TX (PRWEB)– PRMA Plastic Surgery, today joins The American Society of Plastic Surgeons (ASPS) in supporting H.R. 5937, the “Breast Cancer Patient Education Act” –– a bipartisan bill that would require that breast cancer patients be informed of the availability and coverage of all breast reconstruction, prostheses and other options.

We believe all women with breast cancer should be well informed concerning all aspects of their treatment options, including breast reconstruction.

The bill would require the secretary of Health and Human Services to implement an education campaign to inform breast cancer patients about their options related to breast reconstruction.

Women would be informed that:

     *Breast reconstruction is possible at the same time as mastectomy (breast removal surgery) and that

     *it can also be delayed until after other treatments

     *Women can choose to have prostheses or breast forms instead of reconstructive surgery

     *Federal law mandates insurance coverage of breast reconstruction

PRMA has performed over 4,000 flap surgeries which use the patient’s own tissue to recreate a more “natural” reconstruction than breast implants. However, even with so many procedures being performed, most breast cancer patients are not fully aware of their breast reconstruction options since referrals to reconstructive plastic surgeons are not routinely offered. PRMA surgeons believe that this is because many of the doctors that treat breast cancer are not aware of the latest reconstructive options. Educating the doctors involved in all aspects of breast cancer treatment is therefore also crucial to increasing patient access to reconstruction.

“The Breast Cancer Patient Education Act will get the best information in the hands of women and their families to empower them in making the best choice for their care,” said ASPS President Malcolm Z. Roth, MD. “Knowledge is power. Federal law has long required coverage for reconstruction and prostheses and no woman should be denied the right to choose the care they need just because they were not aware of their choices.”

According to the ASPS, “Since 1998, health plans that offer breast cancer coverage have been required to provide coverage for breast reconstruction and prostheses. However, only 33 percent of eligible women with breast cancer undergo breast reconstruction, and published research shows that nearly 70 percent of women are not informed of their care options.”

Insurance companies are mandated by federal law to pay for reconstruction. Procedures covered include DIEP flap, SIEA flap, GAP flap, TUG flap, TRAM flap and breast implant reconstruction in all breast cancer patients who have had mastectomies (if the mastectomy is covered). Insurance companies must also cover surgery on the opposite breast to achieve reasonable breast symmetry.

About 226,870 women will be diagnosed with new cases of invasive breast cancer in 2012, according to the American Cancer Society’s most recent estimates for breast cancer in the United States.

The legislation was introduced on June 8th of this year by Representatives Leonard Lance (R-NJ), Donna Christensen, M.D. (D-VI), Ileana Ros-Lehtinen (R-FL), Marsha Blackburn (R-TN), Gerald Connolly (D-VA), James Moran (D-VA), Hansen Clarke (D-MI), John Lewis (D-GA), Barbara Lee (D-CA), Eleanor Holmes Norton (D-DC), Gwen Moore (D-WI), Charles Rangel (D-NY) and Michael Honda (D-CA).

U.S. postal service announces top dog-attack cities : Tails Of The City

In recognition of National Dog Bite Prevention Week (May 15-21), the U.S. Postal Service released its list of cities where the most dog attacks occur nationwide. Houston, Texas took the top spot with 62 letter carriers attacked in 2010.

Nationwide last year, dogs attacked 5,669 postal employees in more than 1,400 cities, which cost more than $1.2 million in medical expenses, paid time off and workers comp. but, as the USPS points out, this pales in comparison to the 4.5 million Americans who are bitten annually — the majority of whom are children. One in five dog bites is serious enough that it requires medical attention.

According to the Insurance Information Institute, dog attacks accounted for more than one-third of all homeowners’ insurance liability claims paid out in 2010, costing nearly $413 million.

“Mail carriers often hear two main comments,” says Matthew Lopez, Houston postmaster, “‘The check’s in the mail,’ and ‘don’t worry, my dog won’t bite.’” to help spread the word that dog attacks are preventable, the USPS is working with the American Veterinary Medical Association (AVMA) and other organizations.

“Wonderful relationships are shared between more than 72 million pet dogs and their owners in the United States,” says Dr. Lori Teller, who serves on the AVMA’s Animal Welfare Committee and is past president of the Texas VMA. “To protect those relationships, everyone must take responsibility for preventing dog bite injuries.”

Tips to avoid being bitten:

  • Don’t run from a dog. the dog’s natural instinct is to chase and catch you.
  • if a dog threatens you, don’t scream and avoid eye contact. Try to remain motionless until the dog leaves, then back away slowly until the dog is out of sight.
  • never approach a strange dog, especially one that’s tethered or confined.
  • ask permission from the owner before petting a dog you don’t know and always let a dog see and sniff the back of your hand before petting him. (Offer a quick scritch behind its ears, under its chin or on its chest rather than on the top of its head, which most dogs don’t like.)
  • if you believe a dog is about to attack you, try to place something between yourself and the dog, such as a backpack or a bicycle.

Tips to prevent your dog from biting:

  • Invest in obedience training. It can teach your dog proper behavior and help you control him or her.
  • when a mail carrier or other delivery person comes to your home, keep your dog inside, away from the door or in another room.
  • Spay or neuter your dog. Fixed dogs are typically less likely to display aggressive behavior.
  • Give your dog plenty of exercise, love and attention.

Since statistically, half of all children will be bitten by a dog by the time they’re high school seniors, it’s also very important for parents to supervise young children around dogs at all times, and for children to be taught from an early age how to handle dogs and how to prevent potential bites. According to the American Society of Plastic Surgeons (ASPS), 32,961 reconstructive procedures to repair dog bites were performed in 2010 — up 8 percent from 2009. many young children are frequently bitten on the face, which can result in severe lacerations, infection or scarring.

“Dog bite prevention education cannot begin early enough,” urges Kelly Voigt, 19, the victim of an attack when she was seven years old. the experience became the catalyst for the creation of Prevent the Bite, a non-profit organization that promotes dog bite prevention to young children. to date, Voigt has spoken before more than 10,000 elementary school students.
